The Directive is not an agency, a bureau, or a department. It does not employ personnel in the ordinary sense, maintain public offices, or accept applications. Its functions are discharged through cognizant offices acting under designation.
Matters under the Directive are identified by reference number and are not described publicly in greater detail than the applicable custody schedule permits. Inquiries concerning a specific matter should cite its reference number.
